Introduction

District 303 is implementing new attendance boundaries beginning with the 2024-2025 school year to address urgent overcrowding concerns in our schools. This process is a continuation of Facility Master Plan efforts to ensure each student is provided with a safe, equitable and effective academic and

social-emotional experience. This page outlines the stages of the boundary process, provides resources on key discussions, recommendations and actions, and details implementation plans and engagement opportunities for stakeholders. This page will be routinely updated.

The following maps display current attendance boundaries and all concepts presented by demographer RSP & Associates. The maps approved by the Board at the elementary, middle and high school levels are listed at the top of this page.

February 12 Elementary Discussion

On February 12, the Board revisited elementary Concept 2 & Revised Concept 2, and received two additional elementary concept maps; Concept 4 & Concept 5. The concepts were made by RSP & Associates after being requested by the Board at its previous meeting. District Administration also presented an enrollment analysis of the concepts.

February 5 Elementary Discussion

On February 5, the Board reviewed minor revisions to the elementary Concept 2 map ("Revised Concept 2"). These minor revisions were made by RSP & Associates after being requested by the Board at its previous meeting. District Administration also presented an enrollment analysis of the Concept 2 and Revised Concept 2 maps with respect to impacts on Wild Rose and Munhall student populations.

On January 29, RSP & Associates provided a summary of previous elementary concept maps and one additional elementary concept map based on Board feedback from the previous meeting. This was followed by a presentation by District Administration that analyzed minimum space standards in relation to all concepts and provided a concept recommendation for the Board to consider.

Jan. 11 Webinar & Survey Results

On January 11, demographer RSP & Associates provided additional boundary concept maps based on feedback from respondents of its survey from last November. The District launched a new survey to receive feedback on the additional concept maps and to gauge preference among all concept maps at the elementary, middle and high school levels. The survey was available from January 11 - 15, 2024. A summary of the survey results was shared at the January 16 Board meeting.

Nov. Info Sessions & Survey Results

During the community information sessions hosted by demographer RSP & Associates, boundary scenarios were shared along with a survey. The survey was available from November 28 through December 10, 2023. Specific feedback about the boundary scenarios was only gathered through the survey. RSP discussed the survey results and shared updated concept map scenarios during the January 11, 2024 community webinar.

BOUNDARY SELECTION PROCESS

The guiding principles identify the Board’s priorities for the new boundaries and are used by demographer RSP & Associates to create the various boundary scenarios for consideration. The boundary criteria is used to evaluate the various scenarios.

  • Primary criteria: Used as the predominant method of evaluating the scenarios.
  • Secondary criteria: Used to evaluate the final two boundary scenarios to determine the final recommendation to the Board.

The District sent direct notifications to families and staff of the Board’s final decisions on boundary maps for the elementary, middle and high schools, effective with the 2024-2025 school year beginning in the fall. A press release was also shared with the media.

The District’s Across the Board newsletter summarizing the Business Services Committee from February 5 was shared with staff, families and published online. It included notice that the Board had received minor revisions to one elementary map, Revised Concept 2, from RSP. District Administration also provided an enrollment and space utilization analysis regarding Concept 2 and Revised Concept 2. The Board requested minor revisions and additional analysis before determining a final elementary concept map.

The Board expressed interest in examining elementary Concept 2, with minor revisions, at the February 5 Special Business Services Committee meeting.

During a boundary webinar, demographer RSP & Associates provided additional boundary concept maps based on feedback from respondents of its survey from last November. The District has launched a new survey to receive feedback on the additional concept maps and to gauge preference among all concept maps at the elementary, middle and high school levels. Survey participants have the option to select a different concept map preference at each level, and the Board has the option to approve different concept maps at each level. A notice announcing the new maps and survey was sent to families and staff.

Board Approval: Davis-Richmond Configuration

At its regular meeting, the Board approved Scenario B for the future Davis and Richmond configuration. This scenario transitions Davis and Richmond each to K-5 buildings. Dual Language would be housed at Richmond with the use of 6 mobile classrooms and a plan to build a 6-classroom addition at Richmond to make it a 27-classroom school.

At the Business Services Committee meeting, Administration presented the Board with eight scenarios regarding the future Davis Primary and Richmond Intermediate configuration. The Board identified three scenarios to consider at the next regular meeting, and then will take a final vote on one of the scenarios. As part of the boundary process, the District has been exploring whether to continue this partnership between Davis (K-2) and Richmond (3-5) or return both buildings to K-5 schools.

Frequently Asked Questions

Boundary changes are being made to address urgent overcrowding concerns in our schools. This process began last winter when District 303 contracted with a demographer, which found improper space utilization across our schools. It led to the creation of minimum space standards for each building, which aim to provide safer, more equitable and effective academic and social-emotional experiences. This has resulted in plans to repurpose three of our buildings and to make boundary changes, effective to begin the 2024-2025 school year.

The guiding principles identify the Board’s priorities for the new boundaries are used by demographer RSP & Associates to create the various boundary scenarios for consideration. The boundary criteria is used to evaluate the various scenarios. The primary criteria are considered to be the highest priorities for the District and will be used as the predominant method of evaluating the scenarios. Once the top two scenarios have been identified with the primary criteria, administration will evaluate those two scenarios with the secondary criteria to determine the final recommendation to the Board.

The Board is expected to vote on final concept maps for middle and high school on February 12, 2024. A final vote on a concept map for elementary school is expected on February 13, 2024.

The Intra-District Transfer Administrative Procedure will serve as the only method for a child to attend a school outside of their boundary school, but can also be made by students/families who have or have not been impacted by the boundary changes. In either case, approval is contingent on space availability at the requested school. The District does not intend to develop legacy procedures outside of the Intra-District Transfer Administrative Procedure.
