Update to the Board: Boundary Implementation Plan

District Administration provided an update on its boundary communication and implementation plan. With boundaries approved starting with the 2024-2025 school year, communication is shifting from Districtwide notices to all families to school principal notices to their new boundary families.

Update to the Board: Boundary Implementation Plan

Superintendent Gordon provided an update to the Board on the District's boundary implementation plan. This included the announcement of Michelle Woodring being appointed Principal of Fox Ridge Elementary School for next year, as well as upcoming boundary communications from building principals to families.

The notice was also placed on the District’s social media channels and bi-monthly eNews. Interactive maps for the 2024-2025 boundaries were also updated online.

Notice to Families and Staff: Boundary Approval

The District sent direct notifications to families and staff of the Board’s final decisions on boundary maps for the elementary, middle and high schools, effective with the 2024-2025 school year beginning in the fall. A press release was also shared with the media.

The District’s Across the Board newsletter summarizing the Business Services Committee from February 5 was shared with staff, families and published online. It included notice that the Board had received minor revisions to one elementary map, Revised Concept 2, from RSP. District Administration also provided an enrollment and space utilization analysis regarding Concept 2 and Revised Concept 2. The Board requested minor revisions and additional analysis before determining a final elementary concept map.

The District’s Across the Board newsletter summarizing the Business Services Committee from January 29 was shared with staff, families and published online. It included notice that the Board had received one additional elementary map, Concept 3, from RSP. It also received a recommendation from District Administration to move forward with Concept 2 for elementary based on it aligning with the Board’s guiding principles and minimum space standards. The Board expressed interest in examining elementary Concept 2, with minor revisions, at the February 5 Special Business Services Committee meeting.

The District’s Across the Board newsletter summarizing the Learning and Teaching Committee from January 16 was shared with staff, families and published online. It included notice that the Board had received consensus to move forward boundary Concept Map 2 for the middle schools and boundary Concept Map 2 for the high schools for a vote and final approval at the February 12 Board meeting.

Publication to Stakeholders: New Concept Maps

During a boundary webinar, demographer RSP & Associates provided additional boundary concept maps based on feedback from respondents of its survey from last November. The District has launched a new survey to receive feedback on the additional concept maps and to gauge preference among all concept maps at the elementary, middle and high school levels. Survey participants have the option to select a different concept map preference at each level, and the Board has the option to approve different concept maps at each level. A notice announcing the new maps and survey was sent to families and staff.

The District published the summary of results from the RSP survey, which was open from November 28 - December 10. Detailed results from the elementary, middle and high school portions of the survey are also available. RSP will discuss the survey results and share updated scenarios to the Board during the January 11 community webinar.

Notice to Families: Boundary Survey Reminder

All District 303 families and staff were sent a reminder informing them that the boundary survey closes on December 10 at 5 p.m. The notice was also placed in the District’s bi-monthly eNews.

Notice to Families: Draft Boundary Maps and Survey

All District 303 families and staff were sent a notice informing them that the draft boundary scenarios and survey were available for viewing, with the survey open through December 10. Notices were also posted to the District’s social media.

Presentation to Stakeholders: Boundary Scenarios and Survey

During the community information session hosted by demographer RSP & Associates, boundary scenarios (concepts 1 and 2) were shared along with a survey. The survey will be available through December 10, 2023. Specific feedback about the boundary scenarios will only be gathered through the survey.

Board Approval: Davis-Richmond Configuration

At its regular meeting, the Board approved Scenario B for the future Davis and Richmond configuration. This scenario transitions Davis and Richmond each to K-5 buildings. Dual Language would be housed at Richmond with the use of 6 mobile classrooms and a plan to build a 6-classroom addition at Richmond to make it a 27-classroom school.

Discussion with Board: Davis-Richmond Configuration

At the Business Services Committee meeting, Administration presented the Board with eight scenarios regarding the future Davis Primary and Richmond Intermediate configuration. The Board identified three scenarios to consider at the next regular meeting, and then will take a final vote on one of the scenarios. As part of the boundary process, the District has been exploring whether to continue this partnership between Davis (K-2) and Richmond (3-5) or return both buildings to K-5 schools.

In its bi-monthly eNews publication, the District shared with subscribers and posted online its latest podcast episode on finances and how that impacts facilities, which included an update on the boundary process.

Board Approval: Boundary guiding principles and criteria

At its regular meeting, the Board approved a recommendation for guiding principles and primary and secondary boundary criteria. The guiding principles identify the Board’s priorities for the new school boundaries and will be used by RSP & Associates to create the various boundary scenarios for consideration. The boundary criteria is used to evaluate the various scenarios.

The District launched this website as the primary resource for staff, students, families and community members to learn more about and follow updates on the boundary process.

Notice to Staff & Families: Davis-Richmond Configuration

The District sent a notice to Davis and Richmond staff and families that they were postponing an upcoming meeting on this topic to allow more time to make an informed decision. A recommendation will come in late October and action taken in mid-November. View the Davis-Richmond timeline above for details.

Recommendation to Board: Boundary guiding principles and criteria

At the Business Services Committee meeting, the Board reviewed draft guiding principles and primary and secondary boundary criteria. The guiding principles identify the Board’s priorities for the new school boundaries and will be used by RSP & Associates to create the various boundary scenarios for consideration. The boundary criteria is used to evaluate the various scenarios. The Board adjusted the order of certain primary and secondary criteria.

During its monthly meeting, the District PTO presidents heard a boundary update from Superintendent Gordon and shared feedback.

At the Learning and Teaching Committee meeting, the Board received an updated presentation on grade-level centers and a summary of feedback from Davis Primary and Richmond Intermediate staff and families. As part of the boundary process, Administration is preparing a recommendation on whether to continue this partnership or return both buildings to K-5 schools.

As the District prepares to make boundary changes for the 2024-2025 school year to address overcrowding concerns, the Davis Primary and Richmond Intermediate configuration is being reviewed.
